School District Food Shortage

According to https://www.usda.gov/coronavirus/food-supply-chain, there is no current food shortage and within the Q&A section, there are programs to ensure that kids are receiving access to this food, but I’m in this CCSD group and they are complaining that their students/children are receiving limited items at lunch. Why are kids not receiving a full meal and why are they not prepared for situations like this? They had all of this food from outside resources to give away to families during the Pandemic.
Q: What is USDA doing to ensure access to food? A: USDA is monitoring the situation closely in collaboration with our federal and state partners. FNS is ready to assist in the government-wide effort to ensure all Americans have access to food in times of need. In the event of an emergency or disaster situation, FNS programs are just one part of a much larger government-wide coordinated response.
